RUTLAND ECONOMIC DEVELOPMENT
CORPORATION
LAND USE PERMIT TASK FORCE
It is the mission of the Land Use Permit Task
Force to provide, as a service to members of the Rutland Economic
Development Corporation (REDC) and to prospective developers
of commercial and industrial facilities, the opportunity to
call upon competent, experienced land use and development professionals
from a variety of disciplines, to provide information concerning
municipal and regional land use and development permit processes,
assist in identifying the kinds and forms of information necessary
to prepare land use and development permit applications, and
provide guidance to enable prospective applicants to identify
potential problem areas and professional consultants to represent
them in the permit processes.
ACTION PLAN
- Develop and provide to prospective commercial and industrial
developers a listing of REDC members who have technical
expertise and experience in preparation and processing
of state and municipal land use and development permits
and who have agreed to participate in the Permit Task
Force program.
- Design a program to enable teams of REDC permit consultants
(the Permit Task Force) to meet with prospective industrial
and commercial developers, discuss the proposed development,
and advise the prospective developer of the general scope
of State and local permit programs and procedures applicable
to the proposed development.
- Provide a comprehensive program of familiarization and
education to reduce the apprehension, anxiety and misconceptions
which REDC members and prospective industrial and commercial
developers may have concerning state and municipal permit
processes.
- Advise REDC members and prospective industrial and commercial
developers of the types and sources of information and materials,
which are typically required for the submission of state and
municipal land use and development permits.
- Identify potential problem areas in proposed developments
and direct prospective developers to sources of solutions
for or advice on those problems.
- Establish communications with State permit administrators,
municipal zoning administrators, planning commissions and
boards of adjustment, real estate agents, accountants, business
advisors, attorneys, bankers, contractors and consultants
to make them aware of the Permit Task Force program, and encourage
them to utilize the resource and refer their customers and
clients to the Task Force.
- In appropriate cases, when directed by the REDC Board, appear
at Act 250 and/or municipal land use hearings to seek party
status and provide testimony and evidence in support of permit
applications. 8. Act as a clearinghouse for questions and
problems encountered by REDC members with respect to permit
matters, and actions involving compliance with and enforcement
of land use laws and regulations.
- Review and advise the REDC Board concerning any pending
or proposed changes in land use law, rules or regulations,
and recommend positions which should be taken by REDC with
respect to such laws and regulations.
It should be emphasized that the relationship
between the Task Force and a prospective developer is educational,
not professional. We are not trying to supplant the technical
consultant, nor should we give advice or take positions that
would expose REDC or the Task Force to liability. Prospective
developers who utilize the Task Force program will be required
to sign waivers acknowledging that they understand that the
Task Force program is educational in nature, and that they will
be responsible for seeking professional and technical assistance
in the preparation and presentation of their permit applications.
It is the intent of the Task Force program to
establish a REDC program and product which is not only beneficial
to our members and the community, but gives REDC a recognized
product which will enhance its attractiveness to and credibility
with its members and the communities in the Rutland Region.
